force fallback fonts

Applying this patch to cairo will force the use of fallback fonts (fonts
created from the FreeType outlines instead of using the original font with the
unused glyphs stripped out).

I used this patch and ran the test case with the font weight set to
CAIRO_FONT_WEIGHT_NORMAL. This allowed me to extract the font from the PS
output that was generated using the same code as the font in comment 16.
