Of course there are the correct shapes at U+FB01 and U+FB02. However, these
codepoints are legacy encodings that shouldn’t be used in lookups like liga. In
fact, it’s recommended not to subsitute encoded glyphs by other encoded ones.

The problem in the actual case of fi and fl is that if you use these codepoints
users might run into problems in documents that contain them instead of single
letters or unencoded substitution letters e.g. when searching the document: try
to search this page for the word “firefly”, you won’t find any occurrence. Also,
screenreaders that are used by visually impaired might stumble upon such
glyphs.
