Add a PackageKit XPCOM API

In this version I only use MOZ_ENABLE_GIO as a condition to build the
PackageKit XPCOM API. I also tried to follow what was done for GSettingsService
to load libgio dynamically and thus avoid the problem with older GIO. This
seems to work with the add-on of attachment 8515147.
