Note that the same glyph for candrabindu 0D01 must also be taken for:

0C01 Telugu Sign Combining Candrabindu Above
0C81 Kannada Sign Candrabindu

I don't want to submit a separate bug for that since the work is minimal. So
please do it along with this one. Thanks.
