FAmSCo recommendation for FUDCon LATAM 2012

Hello all,

FAmSCo recommended [1] Venezuela as a location for the next FUDCon in
Latin America. The committee analyzed the bids from Venezuela [2] and
Peru [3] and voted considering the quality of them.

I reinforce that we'll keep fostering the Fedora community in Peru so
they can put a more consistent bid in the next years.
