I think we are getting nearly there. :)

Likely Neil (the author) is not familiar with the
Fedora's distinction of GPLv2 vs GPLv2+,

AFAIK there isn't one :-(  so we should probably complain to
cabal/hackage about it, and request adding of GPLvN but getting
it fine-grained enough for Fedora will probably be hard I suspect.
