revised draft Haskell Packaging Guidelines

Hi,

Based on the initial feedback from FPC on the draft revision of
the Haskell Packaging Guidelines I have revised and simplified them:

I updated the trac ticket and would appreciate if FPC would
please review the new version which I think should now be
more generic and acceptable.
