ghc-setlocale: https://bugzilla.redhat.com/show_bug.cgi?id=1115885
ghc-hgettext: https://bugzilla.redhat.com/show_bug.cgi?id=1115894

The Bustle package itself is waiting on two upstream branches to be
merged, and a point release made.

Thanks!
