Description of problem:
Maithili language has no keymap, when login to desktop (maithili locale).
It is sharing script with hindi (devnagri)

Version-Release number of selected component (if applicable):
m17n-contrib-1.1.9-1.c1.norch

How reproducible:
10%

Steps to Reproduce:
1. login to maithili locale (mai_IN)
2. press Ctrl+Space
3. it is using Hindi

Actual results:
No Maithili layout

Expected results:
can be maithili layout
