from what I've learned from the discussion, the problem is not to teach people
to install IM, but to teach them not to install in English, so that packages
appropriate for the chosen non-English language can be installed automatically

it worked for me and my system doesn't seem suffering any related troubles ...
however, there is still plenty of l10n related packages left present that I
have no use for (for example, recently I've noticed and removed
lohit-tamil-fonts)

- but the point was trying to do minimal install, not about post-install
removal
