Here I'm using a US keyboard and need cedilla.

I tried all formats of "System > Preferences > Keyboard > Layout" without
success.
None of the "Brazil" variants matches the US international layout and if I
choose "United States" there is not a variant that gives me the cedilla
behaviour.

The only way I could make it work was selecting "United States", variant "USA
Alternative international (former us_intl)", and installing de gtk2-immodules
and editing /etc/gtk-2.0/x86_64-redhat-linux-gnu/gtk.immodules to put ":en" on
the end of cedilla line.

I agree with Eduardo, there is not a keyboard layout on the list that is
equivalent to "US International + cedilla".

I have a Windows VM on this Fedora and just select Language "Português
(Brazil)", layout "United States (International)" and everything is working
properly.

PS. I have another issue here: When I press " two times, i get ¨ instead of "".
When a press ' two times, i got a ´ instead of ''. It's not the desired
behaviour, but I'm not sure it's layout fault.
