I'm using Fedora 11 and having the same problem with ç. I think it's not
correct to say that's not a bug, because people in Brazil always use ' +  c to
put the ç.

It's true that running 'loadkeys
/lib/kbd/keymaps/i386/qwerty/us-acentos.map.gz' or 'loadkeys
/lib/kbd/keymaps/i386/qwerty/br-latin1-us.map.gz' makes ' + c put a ç in _text
console_, as says Vitezlav, but ã is not working on these keymaps.

I think it's a really big mistake not installing gtk2-immodules by default,
because we can hold on without ç in text console, but in gnome it's infeasible. 
I needed to install this package, edit /etc/X11/xinit/xinput.d/none.conf to use
the cedilla im and include "en" on the cedilla line of 
/etc/gtk-2.0/x86_64-redhat-linux-gnu/gtk.immodules to get ç working properly on
gnome.
What package can I fill a bug against?
