Rodrigo,

What you actually need is a Brazilian input method,
which, as Jens points out, in gtk2-immodules.
You may also need to install gtk2-immodules-xim, if there is no Qt equivalent.

Previous Fedora works because they install gtk2-immodules for you.

Keyboard guru Peter mentioned a simple rule:
If the character does not print on your keyboard, or not the place you want, 
use an input method.
