Right.  What changed in F11 is we stopped installing
im-cedilla by default and hence this bug report.
(I was probably partly to blame for that decision:
not that it was wrong in itself, just that we didn't provide
a saner substitute, since I don't think we were aware then
of its wide use for pt_BR.)

It seems clear now that im-cedilla was merely a hack
to workaround the lack of X compose support in gtk-im-context-simple,
which is provided through im-xim.so.  Using im-xim.so
should give us consistent keyboard input for all locales
across X, GTK, and Qt applications which is a big usability plus
for users dependent on X compose for writing their language.
