Description of problem:
rawcode doesn't have conversion when any of the 3 LEDs(NumLock,CapsLock..) lit.

Version-Release number of selected component (if applicable):
ibus-rawcode-1.2.99.20100208-2.fc13

How reproducible:
Always

Steps to Reproduce:
1.Add rawcode into input method list.
2.Open gedit, switch to rawcode input method.
3.Press 'NumLock' to make the Corresponding LED lit.
4.Type '725b' in gedit.

Actual results:
'725b' appear in gedit directly, no conversion happened.

Expected results:
'725b' will convert to '牛', and pass to active window.
