 99.999% confirmed this on an F-13 box:

% sudo yum install yum-langpacks
[...]
% sudo yum downgrade openoffice.org --releasever=12
[...]
Dep fails.
% LANG=C sudo yum downgrade openoffice.org --releasever=12
[...]
Wants to erase glibc etc.
