How about using prepend_first instead of prepend ?
In my test, prepend_first could fix this problem.

If you like wqy-zenhei for zh, you also may need to change
64-ttf-arphic-uming.conf .

BTW, I recommend to use compare="contains" attribute in lang tag.
Currently :lang=ja-jp works fine but :lang=ja doesn't work while Red Hat
doesn't provide the short locale names.

        <test name="lang" compare="contains">
            <string>ja</string>
        </test>
