Update spec file to comply with latest emacs add-on packaging guidelines

Description of problem:
Please apply the attached patch to the spec file (against the devel branch) to
bring the package into compliance with the latest emacs add-on packaging
guidelines. Probably worth applying to the F-13 branch too. Thanks.
