I got this exact bug.

I downloaded the f13a livecd from bittorent, then booted it with virt-manager
(10GB hd image) and installed it, rebooted, opened a terminal, ran "yum
update". Then I got the error above.

The obvious workaround (yum remove yum-langpacks) seems to have made me able to
yum update.
