Both is allowed in Unicode, actually it should be 0931 ऱ + 094d ् , In ISCII we
are using it from 1988, but Unicode made mess and added another sequence in
Unicode 2.0 and then again added ISCII one. In Fedora we are only supporting
one and recommend everyone to use only this sequence.

There is already lots of problem with ZWJ/ZWNJ, They are not allowed in IDN as
well.
