Description of problem:
When ibus-anthy starts up, it does not correctly load the romaji key table
(ローマ字キーテーブル) settings from the
~/.gconf/desktop/ibus/engine/anthy/romaji_typing_rule/default/%gconf.xml file.
Settings made in the config dialog seem to be properly saved in the file, but
when ibus-anthy is restarted, some romaji-kana mappings add by the user are
lost.

Version-Release number of selected component (if applicable):
ibus-anthy-1.2.4-3.fc14.i686

How reproducible:
I tried the reproduce steps below three times and the bug was reproducible for
all the times.

Steps to Reproduce:
1. Remove ~/.gconf/desktop/ibus/engine/anthy/romaji_typing_rule and log out
from and log in to the gnome session. (ensure gconf is restarted)
2. Open ibus-anthy's config dialog and add the following two romaji-kana
mappings:
  kwa -> くゎ
  kwi -> くぃ
3. Type "kwakwi" in a text editor and we get "くゎくぃ" correctly.
4. Restart ibus from the right-click menu of the ibus icon.
5. Type "kwakwi" in a text editor again and we get "くゎkうぃ" this time.

Additional info:
Note that "kwa" has the default mapping to "くぁ" while "kwi" has no default
mapping. It seems that romajis without default mappings are not correctly
loaded from the config file.

May be related with bug #652881.
