Description of problem:
While tried to input with SHIFT, it is not working for Jhelum/Inscript Punjabi
layouts. Input is same for 'r' and 'R' in both layouts. It is problem with
other characters as well in layout.

Version-Release number of selected component (if applicable):
ibus-1.3.7-8.fc14.x86_64
ibus-m17n-1.3.1-3.fc14.x86_64
m17n-contrib-1.1.11-4.fc14.noarch

How reproducible:
Everytime

Steps to Reproduce:
1. Select Jhelum Layout for Punjabi
2. press 'r' in gedit 
3. Press 'R' (SHift + 'r') in gedit
4. Press CAPS lock and input 'R' in gedit


Actual results:
step 2 and 3's output is same, but 4 has Different

Expected results:
output of 2 and 3 should be different, and 3 / 4 should be same
