I think there are two problems.
> output of 2 and 3 should be different
It would be a bug of ibus-m17n or m17n.
> and 3 / 4 should be same
It seems the f14 linux has the problem.
You could check it with 'xev' command without ibus.
It seems input device doesn't read Caps_Lock keycode.
I'd suggest to file another bug for the later issue.
