After a lot of discussion within i18n, we came to the conclusion that this
could be handled better by initscripts and more specifically by lang.sh. So
reassigning the bug to initscripts. We also came up with a mechanism to do that
using lang.sh. I will submit that as a patch after this comment. I hope it gets
accepted.
