This should be closed as in F14 it is working (see also comment #10).
$ rpm -q file-roller
file-roller-2.32.0-2.fc14.x86_64

$ mkdir -p 日本語
$ touch 日本語/test
$ file-roller -d 日本語
$ ls
日本語
日本語.7z


It works!
