Hmm,

 - I don't have a [pa] or [pa_IN] translation in my mozilla-firefox.desktop
 - I have a [pa_IN] translation in my libreoffice-writer.desktop, but it's not
picked up if I run LANG=pa_IN.UTF-8 gnome-shell --replace

In neither case do I reproduce this bug.
