always

Steps to Reproduce:
1. Enable first Alt_Gr support using gnome-keyboard-properties
2. use any indic inscript map and try to type using <ALT_R + 4>
3.

Actual results:
using inscript keymaps only, unable to type Rupee sign using <ALT_R + 4>

Expected results:
using inscript keymaps only, should be able to type Rupee sign
