So, if I try run systemd-vconsole-setup:

loadkeys: warning: loading Unicode keymap on non-Unicode console
    (perhaps you want to do `kbd_mode -u'?)
--

If I run kbd_mode -u; /lib/systemd/systemd-vconsole-setup nothing changed. No
cyrillic symbols.
