Description of problem:
after upgrade from F14->F15, firefox run in English, when desktop is in native
locale (pa_IN).

Version-Release number of selected component (if applicable):
firefox-4.0.1-2.fc15.x86_64
xulrunner-2.0.1-1.fc15.x86_64


How reproducible:
everytime

Steps to Reproduce:
1. upgraded from Fedora 14 to Fedora 15, where Fedra 14 has Native Desktop
(Punjabi)
2. after upgrade run Firefox
3. check interface

Actual results:
it is in English

Expected results:
it should be in Punjabi

Additional info:
1) Fresh install is working Proper (in native locale)
