If you still have ~/.xinputrc pointing to ibus.conf it would be
interesting to know the datestamp of the symlink.

Not intentionally or as far as I know in any final release at least.
ibus is only enabled by default for East Asian locales.

If someone is able to reproduce how ibus might be getting started
unexpectingly that would be very helpful to know about.
