I don't quite understand what you are asking. If the system keyboard is
disabled, I can't type Finnish with the default xkb layout, because then it
acts like an US keyboard which doesn't have å, ä or ö.

There is no problem typing Russian if the system keyboard layout setting is
disabled, because those input methods usually expect US keyboard layout.
