Ah, one more result to validate the above:
$ rm ~/.fonts.conf.d/000-fontstweak-ezfc.conf
$ fc-match serif:lang=ml   
Meera.ttf: "Meera" "Regular"
$ fc-match serif:lang=ml-in
Meera.ttf: "Meera" "Regular"
