gnome-control-center comes with a debugging tool in
panels/common/list-languages, and it says:

[mclasen at localhost common]$ ./list-languages  | grep brx
common-cc-panel-DEBUG: Ignoring 'brx_IN.utf8' as a locale, since it lacks
translations
