Upstream release of system-config-language 1.3.6

Hi All,

  As you know Parag is taking over to system-config-language package, i
thought will give him clean upstream release to start work.

  Just done upstream release of system config language 1.3.6,
https://fedorahosted.org/releases/s/y/system-config-language/system-config-
language-1.3.6.tar.bz2<https://fedorahosted.org/releases/s/y/system-config-language/system-config-language-1.3.5.tar.bz2>

  Basically resolved inconsistencies and applied local patches from Fedora
in upstream. Resolved po errors and updated pot files.  See changelog for
more details.
