What you are actually looking for is a Request Tracker / RT whereby
folks can write in to an e-mail ID to generate a request ticket and
those who are willing to take it would accept the ticket and once they
have dropped the media into courier, resolve the ticket.

Everybody can e-mail to a given address, so barrier to request a media
is lower than expecting people to use a trac to create ticket
