That torrent is unreachable.  Use wget to confirm.  Here is what it
gives me with a torrent that works.

$ transmission-remote-cli 
http://torrent.fedoraproject.org/torrents//F13-Beta-i686-Live-KDE.torrent
EXECUTING:
transmission-remote localhost:9091 -a
http://torrent.fedoraproject.org/torrents//F13-Beta-i686-Live-KDE.torrent
RESPONSE:
localhost:9091 responded: "success"

Running transmission-remote-cli shows tt the torrent has indeed been added.
