<https://fedoraproject.org/wiki/Ambassadors/Join#Find_regional_Ambassador_Mentors>
has the note specifically stating

If you are a student from India, we encourage you to participate in
one of the various projects within Fedora before applying to become an
Ambassador. We believe that this provides you with the necessary
skills and experience to handle the responsibilities expected of a
Fedora Ambassador. The various projects can be seen at
join.fedoraproject.org. Please subscribe to the fedora-india mailing
list and join us at #fedora-india on IRC for guidance. If you still
insist, or if you are not a student, please open a "Mentoring Request"
ticket

There has been a continuous discussion within the FAmSCo on this (as
the minutes would show). So, it wasn't a decision that was 'taken on
the fly'.

It is good to see an increased interest in becoming an Ambassador,
what would be helpful at this point is existing Ambassadors
understanding that the role of an evangelist requires one to be
hands-on and work continuously on building the capability to field
both technical and non-technical questions. The former is possible
with increased presence within various areas of the project.
