One approach would be to write out your idea/proposal on the wiki and
get a discussion going on the Fedora GSoC list (I'm assuming that for
the GSoC2012 for Fedora there is a list on which discussion can
happen)

Another is to blog about your proposal and thereafter use the Talk:
pages to get some discussions going.

The bottom-line is that you'll need to probably get the
PackageManagement folks, Packaging Folks and mostly likely Release
Engineering (and yes, I realize that this sounds like you'll need to
bounce this into FESCo) providing comments/inputs.
