[Fedora-infrastructure-list] when to use OTRS (Was: Re: FESCo, hello? - [was: Re: Buildsys status pages down])

Bugzilla is a bug tracking tool which is mostly to be used for
development related issues.  OTRS is more for trouble tickets and
feature requests relating to Fedora's support infrastructure.
