Each list is opened and managed by a different person or people, who may wish 
to follow different practices.  No attempt has ever been made to enforce a 
global policy.

Using Fedora Core (FC) as a base would be inappropriate.  Core is just one 
subproject.  The greater umbrella is the Fedora Project (FP).

Again, this is dependent upon each list's manager.
