bastion now using puppet

We're close, proxy servers are up, I'm working on the app servers now.  
xenbuilder3 is (so the others could be very shortly) but I'm going to 
wait to make sure its ok with the rest of the build people.  Boxes that 
haven't been touched yet include lockbox, cvs and db1.  All of the xen 
tests are in there in some form or another, even if it is just the base 
configs.
