Do you have a fedora account?
have you signed the cla or are you covered under the red hat cla?
are you a member of one group other than the cla group?

If the answer to all of these is yes, then you just login to
fedorapeople.org using your ssh key you uploaded to the account system.

then you make a public_html dir and put files in it.

that's it.
