Apache tweak mod_expires

Normally, we won't change that content that much.  Right now, we do seem
to be tweaking still, such is the wont of perfectionists.

Maybe crank back the expiry time if we start having problems?  Or at
least wait until 0800 UTC tomorrow. :)
