download*.fedora.redhat.com rsyncd change request

On download*.fedora.redhat.com, please make the following changes to the
rsyncd.conf file.

1) add a motd file, with content such as:

Fedora Master Mirror Servers
See http://fedoraproject.org/wiki/Infrastructure/Mirroring for
instructions.
Modules for Fedora Core and Extras have been removed, as this content is
no longer updated.  See the instructions above for how to mirror current
content.


2) remove fedora-linux-core* and fedora-linux-extras rsync modules.


In doing so, we will hopefully be put back in contact with the ~80
mirrors who never made the transition from core/ to releases/.
