Freeze break for post-update hook on pkgs01?

I wouldn't have realized that we were frozen in such a way as to prevent
this kind of thing. I'd +1 myself but I'm not sure if I have standing
to do so.

I'd +1 this as well, but if there's controversy I could also modify the
SCM processing script to do this. It's not, to my knowledge, subject to
any freeze.
