This morning, the network to the datacenter in phoenix where mediawiki and
other services was down for a while.  Proxies outside of phx should have
still been available but without any services inside of phoenix to talk to,
they would have returned the guru meditation error people were seeing.  We
don't yet have any information on a cause for why the network went away.
