Can not create a new ticket in the Fedora-Latam trac

Hello, I'm trying to create a new ticket in the fedora-latam trac at
http://fedorahosted.org/fedora-latam and i get this error:

IOError: Couldn't find an available endpoint for name 'trac.hosted03'
