Ralph, correct me if I'm wrong, but this is really the number of account 
created, it has nothing to do with the number of people that signed the CLA 
correct? 

If so, then I would ignore the variation in account creation as these are 
probably for a large part spams. 

I guess I should look into getting the statistics for the number of CLA signed 
per week, that would make more sense :)
