Freeze break request: mediawiki upgrade

Today, a security update for mediawiki (1.19.8) was released, and I would
like to request a freeze break to update production.
Staging has already been updated:
http://stg.fedoraproject.org/wiki/Special:Version.

This update does not require any database upgrade, just updating the
package and restarting httpd.
