Fedora Hosted Project Guidelines (Ticket #847)

I've been thinking about a few ways we can clean up fedorahosted.org and,
after talking with Kevin, I think I've got a good enough draft to let you
guys give any input you might have. I've pasted the draft at

Drop your ideas in here and we'll add them to the list as we go. I'm also
in #fedora-admin and #fedora-noc as bwood09. Thanks for your help!
Hopefully we can have this hammered out quickly!
